The County Assembly Service Board (CASB), which is a body corporate with perpetual succession and a common seal is established under Section 12 of the County Government Act. Section 4 of the County Assembly Service Act establishes County Assembly service which is an institution of exemplary administrative and technical competence. The County Assembly Service Board consists of the Speaker of the County Assembly as the chairperson, a vice-chairperson elected by the Board from the two members of the County Assembly nominated, for appointment, by the political parties represented in the County Assembly according to their proportion of members in the County Assembly and one man and one woman appointed by the County Assembly from amongst persons who are experienced in public affairs, but are not members of the County Assembly who serves on a part-time basis. The County Assembly Clerk is the secretary to the board. In the performance of their functions, employees of the Service do not seek or receive directions from any source external to the Service. Every member of a County Assembly shall respect the non-partisan and apolitical character of the Service and shall not seek to influence employees of the Service in the discharge of their functions. The County Assembly Service Board is responsible for: • Providing services and facilities to ensure the efficient and effective functioning of the County Assembly • Constituting offices in the County Assembly service, and appointing and supervising office holders • Preparing annual estimates of expenditure of the County Assembly service and submitting them to the County Assembly for approval, and exercising budgetary control over the service • Undertaking, singly or jointly with other relevant organizations, programs to promote the ideals of parliamentary democracy • Performing other functions necessary for the well-being of the members and staff of the County Assembly; or prescribed by national legislation. The County Assembly Service Board performs the following functions in line with Article 10 and 232 (1) of the Constitution: • Directing and supervising the administration of the services and facilities provided by, and exercise budgetary control over, the service • Determining and reviewing the terms and conditions of service of persons holding or acting in the offices of the service • Initiating, coordinating and harmonizing policies and strategies relating to the development of the service • Initiating programs for training and capacity building of members and staff of the County Assembly and other persons, promoting ideals of Assembly democracy as set out in Article 127(6)(d) of the Constitution and promoting public awareness and participation in the activities of the County Assembly • Undertaking such other functions as may be necessary for the well-being of the members and staff of the County Assembly. County Assembly Service Board (CASB) being a body corporate with perpetual succession and a common seal under Section 12 of the County Government Act, Section 12 of the County Assembly Service Act gives the Board additional powers to: • Acquire, hold, charge and dispose of movable and immovable property • Sue and be sued • Establish a pension scheme for officers of the service and, from time to time, determine the rates of contribution to the scheme • Undertake or perform all such other things or acts for the proper discharge of its functions under the County Government Act and County Assembly Service Act or any other written law, as may lawfully be done or performed by a body corporate
The Isiolo County Assembly Service Board comprises of The Speaker, two Members Of County Assembly, The Clerk and two Members representing the public.
The Speaker is the chair of (CASB) and the head of the County Legislature and is expected to conduct all sittings of the County Assembly. Hon. Hussein Halake Roba is currently the Speaker of the Isiolo County Assembly. He was elected on 6th September, 2017.
Two Members of County Assembly are:- Hon. Abdi Sora, represent Garba Tulla ward and Hon. Yarrow Hassan, represent Burat Ward.
Salad Boru, the Clerk of Isiolo County Assembly is the Secretary to the County Service Board.
